Dear Sir:
 
On November 6, 2008, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 07-220-3P Primary Settling Tanks and Grit Removal Facilities, Calumet Water Reclamation Plant, to F.H. Paschen/S.N. Nielsen/IHC Construction, Joint Venture, in an amount not to exceed $228,474,000.00. The scheduled contract completion date is November 18, 2012.
 
As of May 4, 2012, the attached list of change orders has been approved. The effect of these change orders resulted in an increase in an amount of $5,190,285.18 from the original amount awarded of $228,474,000.00. The current contract value is $233,664,285.18. The prior approved change orders reflect a 2.27% increase to the original contract value.
 
Additional work is required to provide drainage on the north side of Calumet Drive. The contract drawings for the Calumet Drive roadway profile shows road sections with zero slope east and west of the Grit Building driveway. No drainage is provided on the north side of those sections to convey storm water runoff. Hence, during rain events, the roadway has standing water and ponding. To eliminate the drainage problem, concrete channel trench drains with frames and grates should be installed along the north side of Calumet Drive. The work includes 330 feet of new 12-in. trench drain, two (2) new catch basins, connections to existing storm water structures with 8-in. ductile iron piping, and a drainage swale to convey the remaining storm water flow to another existing catch basin. The area also needs to be re-graded to match the existing grade. The contractor submitted a cost proposal (CCO-197) for an extra in the amount of $161,082.57. The engineer reviewed the proposal, found it to be reasonable, and stated via correspondence 2441, that the Engineering Department would recommend its approval.
 
This change order is in compliance with the Illinois Criminal Code since the change is germane to the contract.
 
It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase Contract 07-220-3P in an amount of $161,082.57 (0.07% of the current contract value), from an amount of $233,664,285.18, to an amount not to exceed $233,825,367.75.
 
Funds are available in Account 401-50000-645650.
