TRANSMITTAL LETTER FOR BOARD MEETING OF SEPTEMBER 4, 2025

COMMITTEE ON PROCUREMENT

Mr. John P. Murray, Acting Executive Director

Title

Report on rejection of bids for Contract 22-377-2D, Raw Sewage Discharge Pipe Support Modifications for Pumps 1-3, KWRP, estimated cost between $5,168,000.00 and $6,256,000.00

Body

Dear Sir:

On December 19, 2024, the Board of Commissioners authorized the Director of Procurement and    Materials Management to advertise for bids Contract 22-377-2D, Raw Sewage Discharge Pipe Support Modifications for Pumps 1-3, KWRP.

In response to a public advertisement of April 2, 2025, a bid opening was held on July 1, 2025. The bid tabulation for this contract is:

JOHN BURNS CONSTRUCTION COMPANY LLC                                                               $9,774,000.00

A review of the sole bid submitted by John Burns Construction Company, LLC, by the Engineering Department has indicated that the bid is considered too high over the estimate range of the contract. The sole bid received is approximately 56.2% over the high end of the engineer’s estimate range. The Engineering Department has recommended to reject the sole bid.

The Engineering Department has determined that the complexity of the performance of the work was not adequately reflected in the original estimate and will submit a request to increase the bid estimate upon readvertisement of this contract.

Therefore, the Director of Procurement and Materials Management has notified John Burns Construction Company, LLC  that their bid is rejected based on the above information and in the public’s best interest.

The Engineering Department will revise the estimate of the contract documents and re-advertise this contract.

Requested, Catherine A. O’Connor, Director of Engineering

Respectfully Submitted, Darlene A. LoCascio, Director of Procurement and Materials Management, DAL:SEB:gv
