TRANSMITTAL LETTER FOR BOARD MEETING OF JANUARY 8, 2026

COMMITTEE ON JUDICIARY

Mr. John P. Murray, Executive Director

Title

Report on the Settlement of Workers’ Compensation Claims and Miscellaneous Claims under $10,000.00

Body

Dear Sir:

The following matters were settled upon the recommendations of the Director of Human Resources and the General Counsel, with the approval of the Executive Director:

1.     Settlement of Workers’ Compensation Claim of Keith Taylor, Claim Case No. 19WC004550, in the amount of $1.00.

Keith Taylor, a retired Police Officer at the Stickney Water Reclamation Plant, alleged February 11, 2019 work related injuries to his head, neck and thoracic back after being rear ended at a traffic light, while driving a District Police vehicle. Mr. Taylor was off work beginning February 12, 2019, and returned April 16, 2019. Mr. Taylor received Police Duty pay during his time off work. Mr. Taylor retained an attorney for his third-party claim against the driver of the vehicle that struck the District Police vehicle. Settlement in the amount of $1.00 settles the permanency aspect of this case. This settlement will close out any future lost time benefits as well as any future medical benefits.

2.      Settlement of Property Damage Claim of Anthony Biel, Claim No: A/P 1565, in the amount of $5,009.00.

While parked at HASMA on July 16, 2025, a vehicle owned by Anthony Biel, an employee of a District contractor, was allegedly struck and damaged on the left side wheel well and truck bed by a District-owned vehicle. This settlement satisfies the total damages sought to repair Mr. Biel’s vehicle.

3.      Settlement of Property Damage Claim of Ryan Hill, Claim No: A/P 1567, in the amount of $2,352.56.

While parked at the Stickney Water Reclamation Plant on October 29, 2025, a vehicle owned by District Employee Ryan Hill was allegedly struck and damaged on the right-side front bumper and fender by a District-owned vehicle. This settlement satisfies the total damages sought to repair Mr. Hill’s vehicle.

Respectfully submitted, Thaddeus J. Kosowski, Director of Human Resources and Susan T. Morakalis, General Counsel, TJK:STM:JBM:JTM:nl
