TRANSMITTAL LETTER FOR BOARD MEETING OF OCTOBER 16, 2025

COMMITTEE ON PROCUREMENT

Mr. John P. Murray, Acting Executive Director

Title

Authorization to extend the current Eligible Underwriters List through September 30, 2026, or until a new list is generated.

Body

Dear Sir:

Authority is requested to extend the Metropolitan Water Reclamation District of Greater Chicago’s (District) current Eligible Underwriters List through September 30, 2026, or until a new list is generated.

On October 1, 2020, the Treasurer reported on Request for Proposal 20-RFP-04 Professional Underwriting Services for District Bond Sales. Through this RFP, the District developed a list of eligible underwriting firms to be used for a five-year period ending September 30, 2025. Firms from this list have provided services for District bond sales, meeting the specific requirements of the bond sale and the District’s aspirational MBE/WBE/VBE participation goals. This list allows the District to utilize multiple eligible underwriting firms to ensure that bonds become available to the broadest possible marketplace of investors at the lowest interest cost. As indicated in the October 1, 2020 report, the District may extend the current eligible list for up to one year, or until September 30, 2026, with the Board’s approval.

The District intends to advertise a new request for proposal for professional underwriting services by year-end. It is anticipated that a new eligible list will be available by April 2026. A report will be made to the Board at that time.

Until the new eligible list is available, the District seeks authority to extend the current eligible list of professional underwriters through September 30, 2026, or until a new list is available, whichever comes first.

Requested, Steven J. Lux, Treasurer

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management

Respectfully Submitted, Precious Brady-Davis, Chairperson Committee on Procurement

Disposition of this agenda item will be documented in the official Regular Board Meeting Minutes of the Board of Commissioners for October 16, 2025
