Dear Sir:

 

On September 5, 2019, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 20-653-11, Underground Infrastructure Cleaning at Various Locations. 

 

In response to a public advertisement of November 13, 2019, a bid opening was held on December 17, 2019.  All bids were rejected as reported at the Board meeting of January 23, 2020.

 

In response to a public re-advertisement of February 5, 2020, a bid opening was held on March 3, 2020.  The bid tabulation for this contract is:

 

NATIONAL POWER RODDING CORPORATION                     $1,184.000.00

NH ENVIRONMENTAL GROUP INC., D/B/A

 TIERRA ENVIRONMENTAL SERVICES, INC.                     $1,312,600.00

SHERIDAN PLUMBING & SEWER, INC.                     $1,587.500.00

                                         

The quantities specified in the contract documents were used for the purpose of comparing bids and establishing unit prices. The total amount to be expended on this contract, should usage differ from the quantities, is not to exceed $1,670,100.00.

 

National Power Rodding Corporation, the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract is $1,670,100.00, placing the bid of $1,184,000.00 approximately 29.1 percent below the estimate.

 

The Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Small Business Enterprise (SBE) utilization goals for this contract are 2% MBE and/or WBE and 2% SBE.

 

National Power Rodding Corporation is in compliance with the Affirmative Action Ordinance, Revised Appendix D as indicated on the attached report.  The contractor commits to 4 percent MBE and offers MBE credits to satisfy SBE participation.

 

National Power Rodding Corporation has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  It is anticipated that the following construction trades will be utilized on this contract:  laborers.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

The contract will require approximately three (3) people for the services.

 

The contract shall commence upon approval of the Contractor’s Bond and terminate on December 31, 2022, or upon expenditure of available funds, whichever occurs sooner.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 20-653-12 to National Power Rodding Corporation, in an amount not to exceed $1,670,100.00.

 

Funds for the 2020 expenditure, in the amount of $496,800.00, are available in Accounts 101-66000-600.  The estimated expenditures for 2021 are $556,700.00, and for 2022 are $616,600.00.  Funds for the 2021 and 2022 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
