Dear Sir:
On April 16, 2020, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 13-248-5F Streambank Stabilization Project on Melvina Ditch in Oak Lawn and Chicago Ridge, CSA, to Rausch Infrastructure, L.L.C., in an amount not to exceed $9,847,000.00, plus a five (5) percent allowance for change orders in an amount of $492,350.00, for a total amount not to exceed $10,339,350.00. The contract was substantially completed June 24, 2022.
As of September 2, 2022, the attached list of change orders has been approved.

Upon completion of the contract work, the District invited the Village of Oak Lawn and Village of Chicago Ridge to view the site as a part of a final site walk-through. Based on feedback from these municipal partners, who will own and maintain the streambank improvements constructed by the District under this project, we solicited a proposal from the contractor to perform the following additional work to secure the project site:
1. Placement of bollards south of 95th Street adjacent to an existing parking lot and alley to prevent traffic loading on top of the newly constructed double box culvert. Several safety signs will be installed to restrict traffic.
2. Installation of a split rail fence and warning sign at the north end of the Nashville Avenue sidewalk to prevent pedestrian access where the sidewalk dead-ends into the creek.
The engineer reviewed the contractor’s proposal, found it to be unacceptable, and countered with the engineer’s estimate of $24,497.36, which the contractor has accepted. The engineer is recommending approval to the Board of Commissioners.
This change order is in compliance with the Illinois Criminal Code since the change is germane to the contract.
It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase Contract 13-248-5F in an amount of $24,497.36 (0.21 percent of the current contract value), from an amount of $11,945,050.43, to an amount not to exceed $11,969,547.79.
Funds are available in Account 501-50000-645720.
