Contract documents and specifications have been prepared for Contract 18-148-3P Digester Rehabilitation and Gas Piping Replacement Phase II, Stickney Water Reclamation Plant (SWRP).
The purpose of this project is to rehabilitate digester tanks 1 through 10; replace digester gas piping; and upgrade electrical equipment, conduits, and appurtenances as needed. Digester rehabilitation and gas piping replacement are required to ensure safety of operations and adequate capacity to convey the additional digester gas expended from the conversion of the Imhoff Tanks to primary settling tanks. Electrical upgrades are required to comply with NFPA 820.
The project consists of the following:
1. Rehabilitate ten digester tanks (1 through 10) including the replacement of the digester gas draw-off piping and sludge inlet piping inside the digesters. Work also includes the application of protective coatings to steel digester covers.
2. Rehabilitate two digester tanks (11 through 12) and apply protective coatings to steel digester covers.
3. Reconfigure West Digesters Control Building, West Digesters Chambers A, B and C, and hallway of Office, Shop and Storage Building. Work includes the following:
a. Replace or update all electrical equipment, conduits, and appurtenances per NFPA 820 Class 1, Division 1 requirements in work affected areas.
b. Modify buildings’ interiors and exteriors as well as HVAC systems as needed.
c. Neutralize and demolish the 20" overhead abandoned steel pipe.
It is estimated that 159 jobs will be created or saved as a result of award of this contract with an estimated 93,048 man-hours of skilled trades utilized.
The estimated cost for this contract is between $34,156,300.00 and $41,347,100.00. The cost range will be stated in the advertisement for bids.
The bid deposit for this contract is $1,400,000.00.
The contract specifications require that all work shall be completed within 2,190 calendar days after approval of the contractor’s bond. Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for final completion.
An IEPA Construction Permit is not required for this project.
The Multi-Project Labor Agreement will be included in this contract.
The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “Mechanical” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE) and Veteran-owned Business Enterprises (VBE) utilization goals. The tailored MBE, WBE and VBE utilization goals for this contract are: 20 percent MBE, 9 percent WBE and 3 percent VBE.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 18-148-3P.
