COMMITTEE ON REAL ESTATE
Mr. David St. Pierre, Executive Director
Title
Authority to issue a two-year, 45-day permit to the United States Marine Corps' to use North Shore Channel Parcel 9.14 for parking , training events, and storage of gear in box containers. Consideration shall be a nominal fee of $10.00
Body
Dear Sir:
The United States Marine Corps ("USMC") leases 3.07 acres of District land as a training facility at Foster Avenue and the North Shore Channel, Parcel No. 9.09. The lease expires on June 30, 2014 and the USMC has already requested to renew the lease. The current rent under the lease is a nominal fee of $1.00.
The USMC has now requested a permit for North Shore Parcel No. 9.14 to provide additional parking spaces for tactical and personal vehicles, conducting training exercises and storing gear in box containers. The additional space will also help support special community events such as hosting homecoming events for marines and sailors deployed overseas, hosting chain of command activities, retirement ceremonies, and other special functions. A copy of the North Shore Channel Parcel No 9.14 showing a parcel size of 4.18 acres is attached.
The District's technical departments have reviewed this matter and have determined that the land will not be needed for future corporate use and have no objection to granting the USMC a permit for the referenced parcel.
A nominal fee of $10.00 is recommended as is customary with agreements with government agencies that use District property for public purposes. The termination date of the permit will be June 30, 2014.
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a two-year, 45-day permit to the USMC to use North Shore Parcel No. 9.14 consisting of 4.18 acres for the purposes outlined above. Consideration shall be a nominal fee of $10.00.
It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said permit on behalf of the District after same is approved by the General Counsel as to form and legality.
Requested, Ronald M. Hill, General Counsel, RMH:STM:MLD:ldl
Recommended, David St. Pierre, Executive Director
Respectfully Submitted, Terrence J. O'Brien, Chairman Committee on Real Estate Development
