Dear Sir:
On November 7, 2024, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 25-646-51, Small Streams Maintenance in Cook County, Illinois.
In response to a public advertisement of December 11, 2024, a bid opening was held on January 14, 2025. The bid tabulation for this contract is:
J & L CONTRACTORS, INC. $3,794,745.00
K.L.F. ENTERPRISES, INC. $10,941,950.00
JUDLAU CONTRACTING, INC. $23,392,680.00
The quantities specified in the contract documents were used for the purpose of comparing bids and establishing unit prices. The total amount to be expended on this contract, should usage differ from the quantities, is not to exceed $3,890,000.00.
J & L Contractors, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost of this contract is $3,890,000.00, placing their bid of $3,794,745.00, approximately 2.4 percent below the engineer’s estimate.
The Affirmative Action Ordinance Revised Appendix D goals for this contract are 20% Minority Business Enterprise (MBE), and 9% Women Business Enterprise (WBE). The Veteran-Owned Business Enterprise (VBE) policy goal is 3%.
J & L Contractors, Inc., is in compliance with the Affirmative Ordinance, Revised Appendix D as indicated on the attached report. The MBE, and WBE utilization goals for this contract are 20 percent MBE, 9 percent WBE participation. Bidder offers 3% for VBE policy goal.
J & L Contractors, Inc., has executed the Multi-Project Labor Agreement (MPLA) certificate as required. The construction trades anticipated to be utilized on this contract are operating engineers, truck drivers, and laborers. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
The contract will employ approximately ten (10) people for the services.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 25-646-51, to J & L Contractors, Inc., in an amount not to exceed $3,794,745.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
The contractor will commence work upon the approval of the contractor’s bond, and terminate twenty-four (24) months thereafter, or upon expenditure of available funds, whichever occurs sooner.
Funds are available for 2025, in the amount of $1,705,200.00, in Account 101/501-50000/66000-612620/612420. The estimated expenditure for 2026 is $1,945,000.00, and 2027 is $239,800.00. Funds for the 2026, and 2027 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
