Dear Sir:
Contract documents and specifications have been prepared to advertise Contract 20-100-11 for the collection, shipment, and analysis of water samples from the Thornton Composite Reservoir (TCR) and monitoring wells and analysis of monitoring well samples from the McCook Reservoir site. This contract begins approximately January 1, 2020 and ends December 31, 2020.
The purpose of this contract is to obtain services for sampling and analysis of water collected at the TCR and monitoring wells, and analysis of samples taken at the monitoring wells from the McCook Reservoir, to meet the monitoring requirements of TCR and McCook Reservoir operations. Analyses of the samples covered by this contract are those analytes that the District’s Analytical Laboratories Division is not equipped to handle.
Contractual services are needed to ensure that time-sensitive sampling is performed and completed during the period that water elevations in both reservoirs are higher than the -280 feet Chicago City Datum critical level.
Analytical data generated for these samples shall be submitted to the regulatory agencies in permit-required monitoring reports. This schedule will verify compliance with the environmental requirements to protect the groundwater.
The estimated cost for this contract is $93,182.00.
The Multi-Project Labor Agreement (MPLA) will not be included in this contract because the classification of work does not fall within the provisions of the MPLA.
The Affirmative Action Ordinance, Revised Appendix D is not included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

Bid Opening November 19, 2019
Award December 19, 2019
Completion December 31, 2020
Funds for 2020 are budgeted in Account 101-16000-612490 and are contingent on the Board of Commissioners’ approval of the District’s budget for that year.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 20-100-11.
