Authority to issue a 21-day permit to Lakes & Rivers Contracting, Inc. to access District real estate known as Main Channel Parcel 35.02 located west of Harlem Avenue in Forest View, Illinois to improve the Harlem Avenue Bridge. Consideration shall be a document preparation fee of $2,500.00

Dear Sir:
Lakes & Rivers Contracting, Inc. (“LRCI”) has requested to traverse Main Channel Parcel 35.02 to reach the underside of the Harlem Avenue Bridge (“Bridge”), north of the Main Channel in Forest View, to perform certain improvement work in connection with an Illinois Department of Transportation (“IDOT”) contract. The District’s sludge railroad runs under the Bridge at this point. To access the Bridge, LRCI has requested a 21-day permit to enter across District Parcel 35.02 to the jobsite location under the Bridge.
The permit is subject to any conditions imposed by the District’s technical departments including the protection of District facilities and maintaining 24-hour access to the sludge railroad.
A 21-day permit is being recommended to allow LRCI to access Parcel 35.02 to reach the IDOT right-of-way under the Bridge. A fair market value fee would yield less than the District’s minimum $2,500.00 fee. A $2,500.00 document preparation fee is therefore recommended.
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a 21-day permit to Lakes & Rivers Contracting, Inc. to access District real estate known as Main Channel Parcel 35.02 located west of Harlem Avenue in Forest View, Illinois to improve the Harlem Avenue Bridge. Consideration shall be a document preparation fee of $2,500.00.
It is further requested that the Executive Director recommend to the Board of Commissioners that it authorize the Chairman of the Committee on Finance and the Clerk to execute said permit agreement after it is approved by the General Counsel as to form and legality.
