Dear Sir:

 

At the Board Meeting of September 18, 2025, the Board of Commissioners duly authorized the above stated action, Agenda Item No. 18, File No. 25-0700.

 

A textual error in the title/transmittal letter and resulting order indicated: Authority to advertise Request for Proposal 25-RFP-19 Legal Advisory Services Related to the District Financing Program for a five-year period, estimated cost $235,100.00, Account 101-11000-612430, Requisition 1645302 (As Revised).” Same should have read: “Authority to advertise Request for Proposal 25-RFP-19 Legal Advisory Services Related to the District Financing Program for a five-year period, for General Legal Advisory Consulting Services, estimated cost $235,100.00, Account 101-11000-612430, Requisition 1645302 (As Revised), and for SRF/WIFIA Loan Program Legal Advisory Services, estimated cost $250,000.00, Accounts 401-50000-612430, 767300, Requisition 1645792

 

A textual error in the body of the letter omitted reference to legal advisory services related to loan programs. Same should have read: This RFP process will determine firms eligible to provide general legal advisory services including arbitrage calculation services, and transactional legal advisory services related to bond sales and loans with the IEPA and USEPA, to be used on an as-needed basis. The District will review the qualifications of the proposing firms; one service provider will be selected from the eligible respondents to provide general legal advisory services for the next five years, and a second service provider will be selected from the eligible respondents to provide legal advisory services related to District loan programs from the IEPA and USEPA for the next five years.

 

A textual error in the body of the letter omitted estimated costs for legal advisory services related to loan programs. Same should have read: The estimated cost for legal advisory services related to IEPA State Revolving Fund (SRF) and USEPA Water Infrastructure Finance and Innovation Act (WIFIA) loan programs is $250,000.00. The contract for these services shall be for a five-year period beginning at the signing date of the agreement. The contract may be renewed for up to an additional two (2) years, in one-year increments, by mutual consent of both parties via Board approval. The estimated expenditures are $31,250.00 for 2026, $50,000.00 per year for 2027 through 2030, and $18,750.00 for 2031. Funds are available in Accounts 401-50000-612430, 767300.

 

All other information provided in the transmittal letter is correct.

 

Therefore, it is requested that the aforesaid Board Order of September 18, 2025, be amended to effect the changes set forth above, otherwise to remain in force and effect as heretofore enacted.
