Dear Sir:
 
Owens Corning Roofing & Asphalt LLC ("Owens Corning") f/k/a Trumbull Asphalt Company occupies 5.29 acres of real estate under a 1-year permit that expires November 14, 2012, known as Main Channel Parcel 34.02.  The permit premises contains a 1,600 square foot building, a 300 square foot building, a 2,000 square foot marine dock with asphalt pipeline equipment, one (1) 80,000 gallon aboveground storage tank, four (4) 100,000 gallon aboveground storage tanks, an asphalt receiving pipeline, an asphalt receiving railroad spur and a portion of a steam pipeline.  The permit premises are used as a tank farm facility and barge dock in conjunction with the existing operations of the nearby Owens Corning Plant.  The permit fee is $53,290.00.
 
Parcel 34.02 includes an approximately 0.70 acre isolated parcel located east of and across from the Illinois & Michigan Canal right-of-way and the Illinois Central railroad tracks.  This isolated parcel is located approximately 354 feet away from the remaining portion of Parcel 34.02 and is contiguous to the Owens Corning Plant.  Because the 4.6 acre portion and the 0.70 acre portion are not adjacent to each other, two separate leases are being recommended.
 
A separate request for a 46-day permit on the remaining 4.6 acre portion of Main Channel Parcel 34.02 is also being made at this meeting as this portion of the site is currently out for bid.
 
A 6-month permit is being recommended for the 0.70 acre portion of Main Channel Parcel 34.02 to allow Owens Corning to continue to use the subject property for the same permitted use as is allowed under its current permit to allow time to perform an environmental assessment and to allow time to complete the statutory leasing process on the subject 0.70 acre portion of Main Channel Parcel 34.02.  This 0.70 acres contains the tank farm and railroad spur.
 
The permit fee of $4,300.00 represents the pro-rata share of 10% of the site's established fair market value of $86,000.00.
 
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a 6-month permit to Owens Corning Roofing & Asphalt, LLC for the continued use of approximately 0.70 acre of District real estate located near 7800 West 59th Street in Summit, Illinois; eastern part of Main Channel Parcel 34.02.  Consideration shall be $4,300.00.
 
It is further requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit after same is approved by the General Counsel as to form and legality.
