Dear Sir:
 
Contract documents and specifications have been prepared for Contract 06-024-3M Effluent and Potable Water Piping Upgrades at the North Side Water Reclamation Plant (WRP), pursuant to an effluent and city water hydraulic and condition assessment report conducted by Schirmer Engineering Corporation.
 
The purpose of the project is to improve the performance of the potable and effluent water systems at the North Side WRP.  A study conducted by Schirmer Engineering Corporation (Schirmer) revealed that significant portions of piping should be replaced due to its poor internal condition.  The study also recommended the addition of new piping to improve the overall flow characteristics of the effluent and potable water system.  The potable water system supplies water for human consumption and fire protection.  The effluent water system supplies water for service use such as seal water for pumps, wash down, and cooling water for blowers.
 
The project consists of the following:
 
1.      Replacement of approximately 15,144 linear feet of 6" and 8" diameter effluent and potable water pipes.
2.      The addition of approximately 4,590 linear feet of 8" diameter effluent and potable water pipes to improve overall system flow.
3.      Replacement of condensate piping.
4.      Replacement of process water pump and strainer including associated work in the Process Water Building.
5.      Lead and asbestos abatement work prior to pipe removal.
 
The estimated cost for this contract is $3,750,000.00.
 
The bid deposit for this contract is $188,000.00.
 
The contract specifications require that all work shall be completed within 450 calendar days after approval of the contractor's bond.  Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.
 
The Multi-Project Labor Agreement will be included in this contract.
 
Revised Appendix D will be included in this contract.  The type of work to be performed under the contract is within the "Mechanical" category for establishing PCE utilization goals.  The PCE utilization goals, for this contract, are 20% Minority Business Enterprises (MBE), 9% Women's Business Enterprises (WBE), and 10% Small Business Enterprises (SBE).
The tentative schedule for this contract is as follows:

Award      September 6, 2012
Completion       November 30, 2013
 
Funds are available in Account 401-50000-645750.
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 06-024-3M.
