Dear Sir:
On April 5, 2012, the Board of Commissioners authorized the Director of Procurement and Materials Management to issue purchase order and enter into an agreement with Finite Matters Ltd. for furnishing, delivering and installing Pattern Stream Automated Budget Publisher Software, in an amount not to exceed $106,948.81. Later on August 9, 2012, the Board of Commissioners authorized the Director of Procurement and Materials Management to revise the agreement amount by $24,750.00 and not to exceed $131,698.81.
During the discussions with General Administration Budget Section and Information Technology Department, the Finite Matters' management expressed their inability to perform the work and develop budget books for 2013 budget year in given time. The Budget Section decided to produce the budget books for 2013 budget year in-house.
In view of the foregoing, the Director of Procurement and Materials Management recommends to rescind the Board Order to issue purchase order and enter into an agreement with Finite Matters Ltd. for furnishing, delivering and installing Pattern Stream Automated Budget Publisher Software, in an amount not to exceed $131,698.81.
Funds will be restored in Account 101-27000-601100, 601170, 612820 and 623800.
