Dear Sir:
Request for Proposal (RFP) documents have been prepared for Contract 26-RFP-04, Environmental Attributes Services Provider, at the request of the Maintenance and Operations Department.
The purpose of this RFP is to select an environmental attributes services provider to register and sell renewable energy credits (RECs) on behalf of the District and to develop a strategy that maximizes financial returns. The proposed agreement will have a three (3) year term, with an option to extend for an additional two (2) years.
The District has sold RECs generated from hydroelectric power produced at the Lockport Powerhouse since 2013 and has received cumulative compensation exceeding $2.8 million.
The RFP also includes an option for the District to purchase RECs. Any such procurement will require separate Board approval.
No bid deposit is required for this proposal.
Appendix A and Appendix V will not be included, as there are no direct costs to the District. The selected proposer will be compensated through activities associated with the purchase and sale of RECs.
The tentative schedule for this request for proposal is as follows:

Proposals Received June 26, 2026
Award September 17, 2026
Completion December 31, 2030
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 26-RFP-04.
