Authority to issue a five-year permit to the Village of Forest View for the continued use of the District’s truck scale located north of the Main Channel and west of Harlem Avenue in Forest View, Illinois, known as Main Channel Parcel 35.08. Consideration shall be a nominal fee of $10.00

Dear Sir:

 

The Village of Forest View (“Forest View”) has an existing permit to use the District’s truck scale located north of the Main Channel and west of Harlem Avenue in Forest View, Illinois, known as Main Channel Parcel 35.08 (HASMA), to ensure compliance with Forest View’s weight limits on trucks traveling within the Village. The permit commenced on December 1, 2021, and is set to expire November 30, 2026.

 

Forest View has requested a new permit for another five-year term. The District currently uses its truck scale to weigh trucks that haul material to and from HASMA. Forest View will use the truck scale to weigh trucks to ensure compliance with the Village’s weight limits. Forest View police will escort the trucks to the scale for weighing. The District will have no involvement in the weighing process or enforcement of violations. Forest View anticipates using the truck scale at least once a week and will be required to coordinate its schedule with District staff to ensure there is no disruption to District activities. As this use is a public service performed by the municipality, a nominal fee of $10.00 is recommended.

 

The District’s technical departments have reviewed the permit request and have no objections thereto.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a five-year permit to the Village of Forest View for the continued use of the District’s truck scale located north of the Main Channel and west of Harlem Avenue in Forest View, Illinois, known as Main Channel Parcel 35.08. Consideration shall be a nominal fee of $10.00.

 

It is further requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit after same is approved by the General Counsel as to form and legality.
