Dear Sir:

 

On December 21, 2023, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 24-624-11, Main Street Bridge Expansion Joint Replacement.

 

In response to a public advertisement of April 17, 2024, a bid opening was held on May 14, 2024. All bids were rejected as reported at the June 6, 2024, Board meeting.

 

In response to a public re-advertisement of June 19, 2024, a bid opening was held on July 16, 2024. The bid tabulation for this contract is:

 

BCE-USA LLC                     $179,000.00

AREATHA CONSTRUCTION CO., INC                     $340,000.00

 

BCE-USA, LLC (BCE), the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract is $200,000.00, placing their bid of $179,000.00 approximately 10.5 percent below the estimate.

 

BCE has executed the Multi-Project Labor Agreement (MPLA) Certificate as required. It is anticipated that the following trades will be utilized on this contract: laborer, operating engineer, and truck driver. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

The Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Veteran-Owned Business Enterprise (VBE) utilization goals for this contract are 20 percent MBE, 9 percent WBE, and 3 percent VBE.

 

BCE is in compliance with the Affirmative Action Ordinance Revised Appendix D and Appendix V as indicated on the attached report. The bidder has committed to the following utilization goals for this contract: 87 percent MBE, 8.4 percent WBE. Bidder provided 5 percent participation for the VBE.

 

The contract will require approximately five (5) people for the services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 24-624-12 to BCE-USA, LLC, in an amount not to exceed $179,000.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

The contractor shall commence work upon approval of the Contractor's Bond, and complete all of the work required under this contract by December 31, 2024, or upon expenditure of available funds, whichever occurs sooner.

Funds for 2024 expenditure, in the amount of $179,000.00, are available in Account 101-66000-612620.
