Dear Sir:
On September 1, 2022, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 23-674-11 Furnish and Deliver Repair Parts and Services for Trucks and Trailers at Various Locations.
In response to a public advertisement of October 19, 2022, a bid opening was held on November 15, 2022. No bids were received.
In response to a public re-advertisement of December 14, 2022, a bid opening was held on January 17, 2023. The bid tabulation for this contract is:
URT E & R TOWING, INC. $443,300.00
The Director of Procurement and Materials Management has reviewed the bidders’ list for this contract and is satisfied that the market for this service has been adequately solicited. A planholders’ survey revealed the following reason for not bidding: could not meet all requirements needed. In light of these findings, the Director of Procurement and Materials Management is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract.
The quantities specified in the contract documents were used for the purpose of comparing bids and establishing unit prices. The total amount to be expended on this contract, should usage differ from the quantities, is not to exceed $483,300.00.
URT E & R Towing, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract is $483,300.00, placing the bid of $443,300.00 approximately 8.2 percent below the estimate.
The Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Small Business Enterprise (SBE) utilization goals for this contract are 20% MBE and/or WBE and 10% SBE.
URT E & R Towing, Inc., is in compliance with the Affirmative Action Ordinance, Revised Appendix D as indicated on the attached report. The Minority Business Enterprise (MBE), Women Business Enterprise (WBE) and Small Business Enterprise (SBE) utilization goals for this contract are 0 percent MBE, 30 percent WBE, and the bidder offers WBE credits to satisfy SBE participation.
The Multi-Project Labor Agreement was not included in the contract because it is primarily a furnish and deliver contract for parts. Also, work will be performed offsite at the contractor’s repair facility.
The contract will require approximately two (2) people for the services.
The contract shall commence upon approval of the contractor’s bond and terminate on December 31, 2025, or upon expenditure of available funds, whichever occurs sooner.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 23-674-12 (Re-Bid) to URT E&R Towing, Inc., in an amount not to exceed $483,300.00.
Funds for the 2023 expenditure, in the amount of $115,700.00, are available in Accounts 101-66000, 67000, 68000, 69000-612860, 623250. The estimated expenditures for 2024 are $161,100.00, and for 2025 are $206,500.00. Funds for the 2024 and 2025 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
