Dear Sir:
At its meeting of May 15, 2025, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise Contract 25-360-11 Proposal to Lease 21.70± acres of District real estate located east of the Egan Water Reclamation Plant in Cook County, Illinois, for a 25-year term. The minimum acceptable annual rental bid was established at $19,000.00 (10% of the appraised fair market value).
At the August 5, 2025, bid opening, the sole bid was received from TPSR Illinois Solar 4 LLC (“TPSR”) with an initial annual rental bid of $26,000.00 (13.7% of the appraised fair market value). The real estate is currently vacant and TPSR plans to use the site for a floating community solar project. The property is located in unincorporated Cook County. While the County supports the proposed lease, TPSR will need to obtain a special use permit.
The Finance Department has reviewed TPSR's financial and company background information and has reported that it demonstrates the ability to meet its financial obligations under the proposed lease.
It is requested that the Acting Executive Director recommend to the Board of Commissioners that it accept the initial annual rental bid for Contract 25-360-11 Proposal to Lease 21.70± acres of District real estate located east of the Egan Water Reclamation Plant in Cook County, Illinois, for a 25-year term from TPSR Illinois Solar 4LLC in the amount of $26,000.00.
It is also requested that the Acting Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute the lease agreement after it has been approved by the General Counsel as to form and legality.
