Dear Sir:
Maintenance and Operations procures services for truck hauling of processed solids from lagoons and drying sites at LASMA and CALSMA on an annual timetable. The transportation services for summer operation normally consist of up to twenty-five (25) trucks and drivers; an existing, separate truck hauling contract can only provide up to twelve (12) trucks and drivers. The trucks transport the processed solids to drying areas and various controlled solids distribution sites, such as golf courses and park districts during the 2009 season. The Contract was expected to begin in March, 2009, and terminate December 31, 2009, or upon expenditure of available funds.
A long form contract was prepared by Maintenance and Operations and advertised twice, but an acceptable bid or bids could not be obtained from a qualified Contractor to perform the work. Without a Contract in place, the planned 2009 solids drying and distribution operation is in jeopardy. The long term contract will be readvertised as soon as possible.
As authorized by Section 11.5 of the Purchasing Act, an emergency has been declared to procure services of truck hauling of processed solids from LASMA and CALSMA. The trucking operations are an integral part of the successful controlled solids handling and distribution and must be implemented quickly to restore normal operations. Lack of trucking services will lead to stockpiling of biosolids and odor production at the LASMA facility that will impact public health and safety. In addition, the ability to transport solids from Stickney to LASMA will impact centrifuging and digester operations. This will eventually require the shutdown of the plant, impacting public health and safety.
Gosia Cartage, Ltd., has been mobilized to perform the truck hauling operations. The emergency Contract 09-600-01 will terminate as of December 31, 2009, or upon availability of a permanent contract, whichever comes first. Once the scheduled, emergency 2009 truck hauling is complete, the Executive Director will provide a complete report, including costs, to the Board of Commissioners.
Therefore, it is recommended that the Board of Commissioners declare an emergency affecting public health and safety and award Contract 09-600-01 to procure services of truck hauling of processed solids from LASMA and CALSMA, to Gosia Cartage, Ltd., in an amount not to exceed $685,000.00.
