Dear Sir:

 

On November 1, 2007, the Board of Commissioners passed an order directing the Purchasing Agent to advertise for bids for Digester H.V.A.C. Improvements at the Calumet Water Reclamation Plant.

 

In response to a public advertisement of December 19, 2007, a bid opening was held on January 15, 2008.  The bid tabulation for this contract is:

 

INTERNATIONAL PIPING SYSTEMS, INC.                     $335,900.00

INDEPENDENT MECHANICAL INDUSTRIES, INC.                     $340,300.00

HAYES MECHANICAL, LLC                     $423,100.00

ANCHOR MECHANICAL, INC.                     $485,748.00

 

Two hundred fifty-one (251) companies were notified of this contract being advertised and eighteen (18) companies requested specifications.

 

International Piping Systems, Inc., (International Piping), the apparent low bidder, submitted a Utilization Plan for 10 percent MBE, zero percent WBE, and zero percent SBE participation.  The goals for this contract are 13 percent MBE, 6 percent WBE, and 10 percent SBE.  International Piping filed a request for a partial wavier of the MBE goal and a total wavier of the WBE and SBE goals.  A review by the Affirmative Action Administrator revealed that this firm did not provide a good faith effort to meet the PCE goals for this contract, and denied the wavier request.  The Purchasing Agent concurred with this finding and notified this firm that their bid is considered non-responsive and rejected.

 

Independent Mechanical Industries, Inc., the lowest responsible bidder, is proposing to perform this contract, all in accordance with our specifications.  The estimated cost for this contract was $550,000.00, placing the bid of $335,900.00, approximately 38.1 percent below this estimate.

 

The bidder is in compliance with Revised Appendix D as indicated on the attached report.  The protected class utilization provided for this contract is 14 percent MBE, 6 percent WBE, and this bidder offers MBE and WBE participation to meet the SBE goal.

 

Independent Mechanical Industries, Inc., has executed the Multi-Project Labor Agreement certificate as required.  The trades anticipated to be utilized on this contract are pipe fitters, electricians, and sheet metal workers.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

In view of the foregoing, it is recommended that this contract be awarded to Independent Mechanical Industries, Inc., in an amount not to exceed $340,300.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Purchasing Agent.  Funds are available in Account 101-68000-612680.
