Title
Authority to grant the Justice-Willow Springs Water Commission a 25-year, approximately 20’ x 1,018’ non-exclusive easement to continue to operate and maintain a 20-inch water main and fire hydrant on District real estate located south of the I-294 Mile Long Bridge and under the Chicago Sanitary and Ship Canal and the Des Plaines River in Willow Springs, Illinois; Main Channel Parcels 31.02 and 31.03. Consideration shall be an initial annual fee of $5,000.00

Dear Sir:
The Justice-Willow Springs Water Commission (“Water Commission”) operates and maintains a 20-inch water main which lies within a strip of land that traverses Main Channel (“MC”) Parcels 31.02 and 31.03, the Chicago Sanitary and Ship Canal, and the Des Plaines River, in Willow Springs, Illinois. The existing easement commenced September 1, 2000, and expires August 31, 2025.
The Water Commission has requested a new 25-year easement to continue to operate and maintain the 20-inch water main along with an associated fire hydrant. MC Parcels 31.02 and 31.03 are leased to the Cook County Forest Preserve District. The lease is subject to the existing easements.
The District’s technical departments have reviewed this easement request and have no objections thereto. An initial annual easement fee of $5,000.00 is recommended, as the pro-rata share of 10% of the fair market value of the easement premises would yield a fee less than the District’s minimum fee of $5,000.00.
It is requested that the Executive Director recommend to the Board of Commissioners that it grant to the Justice-Willow Springs Water Commission a 25-year, approximately 20’ x 1,018’ non-exclusive easement to continue to operate and maintain a 20-inch water main and fire hydrant on District real estate located south of the I-294 Mile Long Bridge and under the Chicago Sanitary and Ship Canal and the Des Plaines River in Willow Springs, Illinois; Main Channel Parcels 31.02 and 31.03. It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said easement agreement after it is approved by the General Counsel as to form and legality.
