Issue purchase orders to Emerson Process Management Power & Water Solutions, Inc., to provide Emerson Ovation and Bristol Distributed Control System (DCS) and Programmable Logic Controller (PLC) parts to Various Locations, in a total amount not to exceed $1,120,000.00, Accounts 101-67000, 69000-623070

Dear Sir:

 

Authorization is requested to issue purchase orders to Emerson Process Management Power & Water Solutions, Inc., to provide replacement Emerson Ovation and Bristol distributed control system (DCS) and programmable logic controller (PLC) parts to various locations, on an as needed basis for a five year period ending December 31, 2024. The DCS systems perform process control of the District’s waterways.

 

Emerson Process Management Power & Water Solutions, Inc., the sole source manufacturer and distributor for Ovation and Bristol DCS products, has submitted prices for the parts required. Purchase orders will be issued as needed using an outline agreement based on the unit prices received from Emerson Process Management Power & Water Solutions, Inc. Inasmuch as Emerson Process Management Power & Water Solutions, Inc. is the only source of supply for the parts required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).

 

The equipment and parts are needed for DCS and PLC control at the Kirie, Egan, Hanover Park, O’Brien, and Stickney Water Reclamation Plants.

 

Emerson Process Management Power & Water Solutions, Inc., is registered and in good standing with the State of Illinois.

 

The Multi-Project Labor Agreement is not applicable because this is primarily a furnish and deliver contract.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue purchase orders to Emerson Process Management Power & Water Solutions, Inc., in an amount not to exceed $1,120,000.00.

 

Funds for purchase orders to be issued under this Board authority will be limited by pricing periods for Accounts 101-67000, 69000-623070. The estimated expenditures for 2020 are $204,000.00, for 2021 are $224,000.00, 2022 are $224,000.00, 2023 are $234,000.00, and for 2024 are $234,000.00. Funds for years 2020, 2021, 2022, 2023 and 2024 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
