Dear Sir:

 

On March 1, 2007, Board Authority was received to issue Purchase Order 3043783 to V3 Companies of Illinois, Ltd.  (V3) in the amount of $1,872,491.00 to perform professional engineering services for Contract 07-846-3S, Treatment Wetlands at Lockport Powerhouse Marsh and Centennial Trail Prairie-Marsh.  Board Authority was received on April 19, 2007, to increase the Purchase Order by $84,739.00 to $1,957,230.00.

 

The original scope of work under the above purchase order included a feasibility study to evaluate the suitability of the Powerhouse Marsh and Centennial Trail Prairie-Marsh for treatment wetlands. Both sites were found suitable, and the project is now in the design phase. 

 

The feasibility study found that detected concentrations of mercury present in soils in several locations at both sites suggest that there may be exposure risks to construction workers at the project locations.  The additional engineering services are required to evaluate if additional protective measures will be needed during the construction phase.  This review will consist of an initial mercury evaluation for construction worked exposure concerns, followed by site investigation and risk assessment. 

 

In addition, the review of the District map of hydric soils along the Illinois Waterway in the original scope of services resulted in identification of further steps for Geographic Information Systems (GIS) analysis and identification of potential treatment wetland and nutrient farming sites.  These engineering services consist of compiling and formatting hydric soil GIS data, identifying potential treatment wetland and nutrient farming sites along the Illinois Waterway, developing a ranking and prioritization scheme, and producing graphics and exhibits.

 

Therefore, authorization is requested to increase the scope of work in the agreement with V3 to include additional professional engineering services for mercury evaluation and risk assessment and further hydric soil GIS data compilation and identification of treatment wetland sites. 

 

The estimated cost for the extra work totals $71,220.00.  Sufficient funds for these services remain under the agreement with V3; therefore, an increase to the purchase order for the above work is not necessary. 

 

In view of the above, it is recommended that the Board of Commissioners authorize the increase in scope of work under Purchase Order 3043783 for mercury evaluation and risk assessment and hydric soil GIS data compilation and identification of treatment wetland sites.
