Dear Sir:
 
On November 18, 2010, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 08-865-3P Aeration Tanks and Elevators Rehabilitation at North Side, Kirie, Egan & Hanover Park Water Reclamation Plants (WRP), to IHC Construction Companies, L.L.C., in an amount not to exceed $14,224,400.00.  The scheduled contract completion date is December 12, 2012.
 
As of April 20, 2012, the attached list of change orders has been approved.  The effect of these change orders resulted in a decrease in an amount of $71,595.78 from the original amount awarded of $14,224,400.00.  The current contract value is $14,152,804.22.  The prior approved change orders reflect a 0.50% decrease to the original contract value.
 
Item 1: An extra in the amount of $10,304.00 to install 12 additional 4" - 90 degree elbows on the new stainless steel air piping to the Aerated Grit Tanks at the Egan WRP.  During field measurement by the contractor it was noted that the existing grating support concrete beams would be in conflict with the original piping route shown in the contract documents.  The additional elbows are required to reroute the piping to avoid this conflict.  The contractor submitted a cost proposal (CCO-010) for an extra in the amount of $10,304.00.  The engineer reviewed the proposal, found it to be reasonable, and stated via correspondence 291, that the Engineering Department would recommend its approval.
 
Item 2: An extra in the amount of $11,583.74 to provide elbow offsets for the new four-inch stainless steel air drops in the South Aeration Tanks (SAT) at the Egan WRP. The contract included installation of new air drop piping in the SATs. During construction, it was noted that a piping conflict with existing concrete beams existed at eight locations.  The elbow offsets are required to allow the piping to avoid this conflict.  The contractor submitted a cost proposal (CCO-014) for an extra in the amount of $11,583.74. The engineer reviewed the proposal, found it reasonable, and stated via correspondence 290, that the Engineering Department would recommend its approval.
 
The above two change orders are in compliance with the Illinois Criminal Code since the changes are germane to the contract.
 
It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute two change orders to increase Contract 08-865-3P in an amount of $21,887.74 (0.15% of the current contract value), from an amount of $14,152,804.22, to an amount not to exceed $14,174,691.96.
 
Funds are available in Accounts 401-50000-645750 and 645780.
