Dear Sir:
Authorization is requested to issue a purchase order and enter into an agreement with Teledyne Instruments, Inc. d/b/a Teledyne Leeman Labs (Teledyne), for preventative maintenance for the Quick Trace M-7600 and Quick Trace M-8000 mercury analyzers and consumable parts and supplies. This purchase order will end on December 31, 2026.
The mercury analyzers are used by the Calumet Analytical Laboratory in the analysis of NPDES required samples from the seven (7) District water reclamation plants, and Industrial Waste Division annual monitoring.
Teledyne is the sole service provider of a full maintenance agreement for mercury analyzers and consumable parts and supplies and has submitted pricing for the goods and services required. Inasmuch as Teledyne is the only source of supply for the goods and services required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).
Teledyne is registered and in good standing with the State of Illinois.
The Multi-Project Labor Agreement (MPLA) is not applicable because the classification of work does not fall under the provision of the MPLA.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement with Teledyne in an amount not to exceed $70,600.00.
Funds for the 2024, 2025, and 2026 expenditures, in the amounts of $22,866.00, $23,497.00, and $24,237.00, respectively, are requested in Accounts 101-16000-612970 and 623570, and are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
