On May 21, 2026, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 26-622-11, Furnish and Deliver Miscellaneous Electrical and Mechanical Equipment to Various Locations.
In response to a public advertisement of September 2, 2026, a bid opening was held on October 6, 2026. The bid tabulation for this contract is attached.
The sole bid submitted by Amerimex Motor and Controls, LLC (Amerimex) for Items 3 and 4 is considered too high over the estimated cost for an award. The combined estimate cost for Items 3 and 4 was $180,000.00, placing their combined bid of $314,760.00 approximately 74.8% over the engineer’s combined estimate for both items. Therefore, the bid from Amerimex for Items 3 and 4 is rejected based on the above information and in the public’s best interest. The Director of Procurement and Materials Management has notified Amerimex of this action.
The low bid submitted by LaMarche Manufacturing Co. (La Marche) for Item 5 contained the company's own terms and conditions which took exception to the District’s contract documents, for liquidated damages, warranty, and limitations of liability to name a few. The Maintenance and Operations Department recommended rejecting the bid. The Director of Procurement and Materials Management concurs. Therefore, the bid from La Marche for Item 5 is considered non-responsive and rejected based on the above information and in the public’s best interest. The Director of Procurement and Materials Management has notified La Marche of this action.
The sole bid submitted by Technology International Inc., for Item 6 is considered too high over the estimated cost for an award. The estimated cost was $77,000.00, placing their bid of $110,940.00 approximately 44% over the engineer’s estimate. Therefore, the bid from Technology International Inc. for Item 6 is rejected based on the above information and in the public’s best interest. The Director of Procurement and Materials Management has notified Technology International Inc. of this action.
Refractron Technologies Corp., the lowest responsible bidder for Item 1, is proposing to perform the contract in accordance with the specifications. The estimated cost for Item 1 of this contract was $103,500.00, placing their bid of $98,716.00 approximately 4.6% below the engineer’s estimate.
Refractron Technologies Corp. is not registered to transact business in the State of Illinois but has submitted a certificate of good standing from the State of New York.
Technology International Inc., the lowest responsible bidder for Items 2, 5, and 7, is proposing to perform the contract in accordance with the specifications. The estimated combined cost for Items 2, 5, and 7 was $461,600.00 placing their combined bid of $341,060.00 for these items approximately 26% below the combined engineer’s estimate for items 2, 5, and 7.
Technology International, Inc., is not registered to transact business in the State of Illinois but has submitted a certificate of good standing from the State of Florida.
The Multi-Project Labor Agreement (MPLA) was not included in this contract because it is a furnish and deliver contract.
The Affirmative Action Ordinance Revised Appendix D was not included because there are no subcontracting opportunities.
All equipment shall be delivered as specified in the contract documents after the issuance of the purchase orders.
