TRANSMITTAL LETTER FOR BOARD MEETING OF NOVEMBER 5, 2026

COMMITTEE ON PROCUREMENT

Mr. John P. Murray, Executive Director

Title

Declaration of an emergency affecting public health and safety at Main Office Building Annex, 111 E. Erie Street, Chicago, Illinois 60611, in an amount not to exceed $175,000.00, Account 901-30000-667220

Body

Dear Sir:

On September 28, 2026, the Marriott Residence Inn hotel (“Marriott”) located above the Main Office Building Annex (MOBA) experienced a failure of its water heating system. This caused flooding damage in the southeast corners of floors 2-7of the MOBA in the early morning hours.

Homecoming Restoration LLC d/b/a ServPro of Wheaton/Glen Ellyn/Lisle (ServPro) began immediate remediation to limit the amount of damage at a cost of $32,305.00.  During the remediation process, the baseboards, insulation, and ceiling tiles were removed, and drywall was cut to facilitate complete drying. The District will utilize Interior Alterations Inc. (IAI), the contractor that completed the reconstruction after the initial flooding incident, to repair all damage caused by this incident.

The District’s Law Department is currently pursuing a lawsuit against Marriott and the owner of the Marriott’s space related to the August 2024 water damage. This complaint will be amended to seek recovery of the costs and damages from the September 28, 2026, incident.

In accordance with Section 11.5 of the Purchasing Act, the Board of Commissioners was polled and tentatively declared an emergency affecting public health and safety and authority to expend up to $175,000.00 to resolve the emergency.

In consideration of the above, and in accordance with Section 11.5 of the District’s Purchasing Act, 70 ILCS 2605/11.5, it is requested that the Board of Commissioners formally declare an emergency affecting public health and safety to address the flooding of MOBA.

It is also requested that the Board of Commissioners fix the date on which the emergency is to terminate as February 1, 2027. A full report of the resolution of the emergency will be presented to the Board of Commissioners at a future meeting.

Funds are available in Account 901-30000-667220.
