Dear Sir:
In June 2024, the Cities of Crest Hill and Joliet, and the Villages of Channahon, Minooka, Shorewood and Romeoville, entered into an intergovernmental agreement to establish a regional water commission known as the Grand Prairie Water Commission (“GPWC”). The purpose of the GPWC is to provide adequate supplies of water on an economical and cost-effective basis for their respective communities, including to provide a joint waterworks system and common source of water supply of Lake Michigan water. In 2023, the City of Chicago approved an agreement to sell Lake Michigan water to these communities.
The GPWC is investigating several properties along the Cal-Sag Channel as a possible route to construct a 66” diameter water transmission main that will connect to the City of Chicago’s water system. To assess the feasibility of installing the proposed water main, the GPWC has requested a 12-month permit to perform soil borings, wetland studies, soil sampling, and related due diligence on the subject parcels. Depending on the results, GPWC may request an easement for the proposed water main at a later date. Any such easement would be subject to the Board of Commissioners’ approval.
Cal-Sag Channel Parcels 7.01 and 8.09 are leased to the City of Palos Hills. Cal-Sag Channel Parcel 7.02 is leased to the Village of Palos Park. Cal-Sag Channel Parcel 8.03 is leased to Consolidated School District 230. The GPWC has been coordinating with these District tenants, and this permit will be subject to the tenants’ consent.
The District’s technical departments have reviewed GPWC’s permit request and have no objections thereto. A nominal fee of $10.00 is recommended as GPWC is a governmental entity utilizing the property in furtherance of a public purpose.
It is requested that the Executive Director recommend to the Board of Commissioners that it issue a 12-month permit to the Grand Prairie Water Commission to perform soil borings, wetland studies, and soil sampling on District real estate located along the north and south sides of the Cal-Sag Channel in the City of Palos Hills and the Village of Palos Park, Cook County, Illinois; Cal-Sag Channel Parcels 7.01, 7.02, 8.03 and 8.09. Consideration shall be a nominal fee of $10.00.
It is further requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit agreement after it is approved by the General Counsel as to form and legality.
