Authority to issue a five (5) year permit to the City of Des Plaines to periodically access confined space meter vaults located at the James C. Kirie Water Reclamation Plant located at 701 W. Oakton Street in Des Plaines, Illinois, to read, inspect and maintain its City-owned water meters.  Consideration shall be a nominal fee of $10.00

Dear Sir:

 

Since 1995, the Board of Commissioners has issued consecutive five (5) year confined space entry permits to the City of Des Plaines, Department of Public Works (“Des Plaines”) to access meter vaults located at the James C. Kirie Water Reclamation Plant (“Kirie Plant”), located at 701 W. Oakton Street, in Des Plaines, Illinois.  Periodic access by Des Plaines staff to these vaults is necessary to read, inspect and maintain these Des Plaines-owned water meters that monitor water usage at the Kirie Plant.  The current permit expires December 31, 2016.

 

Des Plaines has requested a new five (5) year confined space entry permit upon expiration to continue to periodically access the meter vaults.

 

Des Plaines reports that its staff is fully trained and equipped to perform this work while complying with all OSHA/IDOL requirements for confined space entry.  Des Plaines will also be required to certify compliance with OSHA/IDOL requirements.  The District's technical departments have reviewed the request and have no objections thereto.

 

As in the past, Des Plaines has requested a waiver of providing environmental contamination insurance.  As the permitted activities pose minimal risk for environmental contamination there is no objection to this request.  A nominal fee of $10.00 is recommended as is customary for governmental entities using District property for a public purpose.

 

It is requested that the Executive Director recommend that the Board of Commissioners authorize and approve the issuance of a five (5) year permit to the City of Des Plaines to periodically access confined space meter vaults located at the James C. Kirie Water Reclamation Plant located at 701 W. Oakton Street in Des Plaines, Illinois, to read, inspect and maintain its City-owned water meters.  Consideration shall be a nominal fee of $10.00.

 

It is further requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said confined space entry permit after same is approved by the General Counsel as to form and legality.
