Dear Sir:
On October 18, 2007, the Board of Commissioners passed an order directing the Purchasing Agent to advertise for bids for Furnishing Various Temporary Personnel Services to Various Locations from the date of Board approval to December 31, 2010.
In response to a public advertisement of December 19, 2007, a bid opening was held on January 15, 2008. The bid tabulation for this contract is:

One hundred eighty-two (182) companies were notified of this contract being advertised and eight (8) companies requested specifications.
Professional Dynamic Network, Inc., the lowest responsible bidder for groups A, B, and G of this contract, and Seville Staffing, LLC, the lowest responsible bidder for groups C, D, E, F, H, I, and J, are proposing to perform this contract, all in accordance with our specifications. The total estimated cost for this contract was $573,900.00, placing the total bid of $638,771.33, approximately 11.3 percent above this estimate.
In view of the foregoing, it is recommended that this contract be awarded to Professional Dynamic Network, Inc., for groups A, B, and G, for an amount of $564,894.68, and to Seville Staffing, LLC, for groups C, D, E, F, H, I, and J, in an amount of $73,876.65, for a total amount not to exceed $638,771.33. The bid deposits, for groups A, B, and G, in amount of $24,300.00, and for groups C, D, E, F, H, I, and J, in an amount of $4,400.00, will be retained in lieu of performance bonds, which is satisfactory to our Legal Department and approved by the Purchasing Agent.
The estimated 2008, 2009, and 2010 expenditures are $172,500.00, $176,300.00, and $289,971.33, respectively. Funds for the 2008 expenditure are being requested in Account 101-11000, 15000, 16000, 20000, 25000, 27000, 30000, 40000, 50000, 66000-612490.
