TRANSMITTAL LETTER FOR BOARD MEETING OF MAY 4, 2023
COMMITTEE ON PROCUREMENT
Mr. Brian A. Perkovich, Executive Director
Title
Authority to advertise Contract 23-RFP-10 Pre-employment Physical Examinations, Post-offer Physical Assessments and Related Services, for a three-year period, effective January 1, 2024 to December 31, 2026, estimated cost $144,000.00, Account 101-25000-612260, Requisition 1598035
Body
Dear Sir:
Request for proposal documents are being prepared for a provider of pre-employment physical examinations, post-offer physical assessments and related services at the request of the Human Resources Department.
The purpose of this contract is to select a vendor to perform the following services: pre-employment medical examinations and drug tests as part of the pre-employment screening process; return-to-work medical examinations and drug tests; and post-offer physical assessments for physically demanding jobs. The District conducts 150 - 175 pre-employment physicals each year. Approximately 50 of these candidates also receive the post-offer physical assessment to ensure the candidate can perform the essential functions of a physically demanding job classification. The contract will cover the period from January 1, 2024 through December 31, 2026.
The estimated cost for this contract is $144,000.00. The estimated 2024, 2025 and 2026 expenditures are $48,000.00 annually.
No bid deposit is required for this request for proposal.
The Diversity Section reviewed the request for proposal and concluded that Affirmative Action Ordinance Revised Appendix A and the Appendix V goals will not apply since these services are typically performed by a single provider at the provider’s facility which does not allow for subcontracting opportunities.
The tentative schedule for this contract is as follows:
Advertise June 14, 2023
Proposals Received July 14, 2023
Award October 19, 2023
Completion December 31, 2026
Funds will be requested in 2024, 2025 and 2026 in Account 101-25000-612260, and are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 23-RFP-10.
Requested, Beverly K. Sanders, Director of Human Resources, BKS:JEF
Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management
Respectfully Submitted, Marcelino Garcia, Chairman Committee on Procurement
Disposition of this agenda item will be documented in the official Regular Board Meeting Minutes of the Board of Commissioners for May 4, 2023
