Title
Authority to negotiate Intergovernmental Agreements to assist various local municipalities and townships with Local Stormwater Partnership Projects

In December 2019, the District invited local Cook County governmental entities to submit an application for potential funding assistance with local flooding issues through the District’s Local Stormwater Partnership Program (formerly known as Phase II). The applications were sent to the chief elected official in each jurisdiction as well as agency and other government organization officials, along with being posted on the District’s website. The Engineering Department received 46 applications between December 2019 and February 2020.
Staff has reviewed all of the local stormwater project submittals, for which District funding assistance was requested to construct needed stormwater improvements to address known flooding issues. While there is uncertainty related to advancing some of the projects submitted due to the current COVID-19 pandemic, based on our initial evaluation 7 out of the submitted 46 projects are hereby recommended for District assistance towards implementation of the proposed projects listed on the attached table. An exhibit displaying the locations of all 46 applicant projects received is also attached.
Upon further evaluation, an additional request may be presented at an upcoming Board of Commissioner’s meeting for authorization to provide assistance with additional projects submitted. The District also intends to solicit communities and agencies for both Local Stormwater and Green Infrastructure partnership opportunities in Summer 2020 and may request that projects that are not being recommended at this time be resubmitted under a new application.
It is hereby requested that the Board of Commissioners authorize the District to negotiate Intergovernmental Agreements (IGAs) with the entities identified on the attached list to allow for the District to assist in the furtherance of these projects. The terms and conditions of the IGAs, including funding assistance to be provided by the District as well as requirements of the local partner agencies, will be defined through negotiations between the District and the involved entities. Once the parties agree in principle, authority to enter into the individual IGAs will be sought from the District’s Board of Commissioners.
