Dear Sir:
On January 3, 2008, the Board of Commissioners passed an order directing the Purchasing Agent to advertise for bids for Services to Maintain Crossing Signal Systems at the HASMA and Ridgeland Railroad Crossings.
In response to a public advertisement of February 13, 2008, a bid opening was held on March 4, 2008. The sole bid received for this contract is:
BALFOUR BEATTY RAIL SYSTEMS INC. $44,940.30
Sixty-one (61) companies were notified of this contract being advertised and four (4) companies requested specifications.
This contract contained the multi-project labor agreement (MPLA) and the bidder indicated compliance by being signatory to the Brotherhood of Railroad Signalmen. Railroad Signalmen are not a member of the Chicago and Cook County Building and Construction Trades Council and, therefore, is not in compliance with the MPLA.
Based on the above information, Balfour Beatty Rail Systems Inc. has been notified that their bid is considered non-responsive and rejected in the public’s best interest.
The Maintenance and Operations Department will discuss with the Law Department if the MPLA should be included or not in the contract prior to reissuing and re-advertising this contract.
