Authority to amend health care benefits under the HMO plan for non-represented employees and pre-65 retirees effective February 1, 2018

Dear Sir:
The Board of Commissioners recently approved collective bargaining agreements between the District and the unions representing District employees. These collective bargaining agreements include two changes to the health benefits offered to represented employees participating in the Health Management Organization (HMO) plan. The first change is an increase in the office visit copay from $20.00 per visit to $25.00 per visit effective February 1, 2018. The second change is the addition of a $25.00 per admission deductible for outpatient services.
In an effort to maintain consistency in the benefits offered across the participant groups, it is recommended that these changes are also implemented for non-represented employees and pre-65 retirees enrolled in the HMO plan. These changes would be implemented effective February 1, 2018.
Authorization is requested to implement these benefit changes for non-represented employees and pre-65 retirees to provide consistency between these benefits across these participant groups effective February 1, 2018.
