Dear Sir:
At the Board meeting of February 19, 2015, the Board of Commissioners authorized the Director of Procurement and Materials Management to issue a purchase order and enter into an agreement with CohnReznick, LLP in an amount not to exceed $150,000.00 and Woodland Valuation Services LLC d/b/a Appraisal Associates in an amount not to exceed $150,000.00 for appraisal services for real estate for a three (3) year period with an option to extend the agreements for a fourth year at the same fee schedule with Board approval.
As of November 29, 2017, the attached change orders have been approved for CohnReznick, LLP. The net effect of these change orders resulted in a decrease totaling $24,093.00, from the original amount awarded of $150,000.00. The current value is $125,907.00. The prior approved changes reflect a 16.1% decrease to the original contract value.
As of November 29, 2017, the attached change orders have been approved for Woodland Valuation Services LLC d/b/a Appraisal Associates. The net effect of these change orders resulted in a decrease totaling $36,200.00, from the original amount awarded of $150,000.00. The current value is $113,800.00. The prior approved changes reflect a 24.1% decrease to the original contract value.
Under the terms of the agreements, the District has an option to extend the agreements for one additional year period. The Law Department has been satisfied with the appraisal services provided by CohnReznick, LLP and Woodland Valuation Services LLC d/b/a Appraisal Associates, and wishes to exercise the option to extend the agreements for one additional year period to December 31, 2018.
These change orders are in compliance with the Illinois Criminal Code because it was specifically provided for in the original contract, is germane to the original contract as signed, and is in the best interest of the District.
It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase the purchase orders and exercise an option to extend the agreements for one additional year period, for Contract 14-RFP-23, with CohnReznick, LLP in an amount of $50,000.00 (39.7% of the current contract value) from an amount of $125,907.00, to an amount not to exceed $175,907.00 and with Woodland Valuation Services LLC d/b/a Appraisal Associates in an amount of $50,000.00 (44% of the current contract value) from an amount of $113,800.00, to an amount not to exceed $163,800.00.
The estimated expenditure for 2018 is $100,000.00 in Account 101-30000-612430 and is contingent on the Board of Commissioners’ approval of the District’s budget for that year.
