Dear Sir:

 

On January 17, 2008, the Board of Commissioners passed an order directing the Purchasing Agent to advertise for bids for Services of Street Sweepers at Various Locations.

 

In response to a public advertisement of February 13, 2008, a bid opening was held on  March 4, 2008.  The bid tabulation for this contract is:

 

GROUP A

GOSIA CARTAGE, LTD.                     $139,500.00

ELGIN SWEEPING SERVICES, INC.                     $196,312.50

WASTE MANAGEMENT OF ILLINOIS, INC.                     $200,250.00

 

GROUP B

ELGIN SWEEPING SERVICES, INC.                     $43,414.00

WASTE MANAGEMENT OF ILLINOIS, INC.                     $43,610.00

GOSIA CARTAGE, INC.                     $44,100.00

 

GROUP C

GOSIA CARTAGE, LTD.                     $38,220.00

ELGIN SWEEPING SERVICES, INC.                     $43,414.00

WASTE MANAGEMENT OF ILLINOIS, INC.                     $43,610.00

 

One hundred fifty-eight (158) companies were notified of this contract being advertised and six (6) companies requested specifications.

 

The quantities specified in the contract documents were used for the purpose of comparing bids and establishing unit prices.  The total amount to be expended on this contract should usage differ from the estimated quantities, is not to exceed $137,400.00 for Group A, $45,800.00 for Group B, and $30,000.00 for Group C.

 

Gosia Cartage, Ltd., the lowest responsible bidder for Groups A and C of the contract, is proposing to perform the contract, in accordance with the specifications.  The estimated cost for Group A and C of the contract was $167,400.00, placing the combined bid of $177,720.00 approximately 6 percent above this estimate.

 

Elgin Sweeping Services, Inc., the lowest responsible bidder for Group B of the contract, is proposing to perform the contract, in accordance with the specifications.  The estimated cost for Group B of the contract was $45,800.00, placing the bid of $43,414.00 approximately 5.2 percent below this estimate.

 

In view of the foregoing, it is recommended that the Purchasing Agent be authorized to award Contract 08-612-11 to Gosia Cartage, Ltd., for Groups A and C, in an amount not to exceed $167,400.00, and to Elgin Sweeping Services, Inc., for Group B, in an amount not to exceed $45,800.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Purchasing Agent.

 

Funds for the 2008 expenditures in the amount of $106,600.00 are available in Accounts 101-66000, 68000, 69000-612420.  The estimated expenditures for 2009 is $106,600.00.  Funds for the 2009 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for that year.
