Authority to advertise Contract 26-RFP-03, Request for Qualification to Participate in a Reverse Auction to Supply Electricity to the MWRD

Dear Sir:

 

Request for Proposal (RFP) documents have been prepared for Contract 26-RFP-03, Request for Qualification to Participate in a Reverse Auction to Supply Electricity to the MWRD, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to solicit qualifications from prospective suppliers interested in participating in reverse auctions to provide electricity to the District. Proposers will submit their credentials and be evaluated through the RFP process to confirm their ability to meet the District’s operational and reliability requirements. Suppliers determined to be qualified will be invited to participate in online reverse auctions, during which they will submit real-time, competitive pricing offers for electricity.

 

Reverse auctions may be conducted at any point during the term of the contract. The District may solicit pricing for multiple electricity products within a single auction and will select the option that best meets its needs. Previous procurements have included requirements such as offering renewable energy products or providing options to offset the District’s carbon footprint.

 

The proposed qualification period for vendors is five (5) years and would begin upon the expiration of the District’s current list of qualified electricity suppliers on October 21, 2026.

 

There are no direct costs for the professional services supplied throughout the term of this proposal. The successful proposer will be compensated through its activities related to the purchase of electricity.

 

No bid deposit is required for this proposal.

 

Appendix A and Appendix V will not be included, as there are no upfront costs and no practical opportunities for subcontracting for this contract.

 

The tentative schedule for this request for proposal is as follows:

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 26-RFP-03.
