Authority to issue a six (6) month permit to ISF Chicago, LLC to use Laramie Avenue as an alternate route during the temporary closure of a portion of Edmier Road as part of the District’s Influent Gate Demolition Project at the Stickney Water Reclamation Plant in Stickney, Illinois. Consideration shall be a nominal fee of $10.00

Dear Sir:

 

The Maintenance and Operations Department plans to begin a project in April 2024 known as the “Influent Gate Demolition at the Stickney Water Reclamation Plant” (“Project”). The purpose of the Project is to remove existing hydraulic gates in two Mainstream Tunnel control structures. The Project is expected to result in a 3-month closure of a portion of Edmier Road that lies west of Cicero Avenue and east of Laramie Avenue in Stickney, Illinois.

 

Edmier Road is a private roadway on both District and Commonwealth Edison (“ComEd”) land. Pursuant to a reciprocal permanent easement agreement, the District shares the road with ComEd and ComEd’s successors and tenants, including ISF Chicago, LLC (“ISF”), which owns an adjacent property operated as a transportation facility.

 

Due to the District’s road closure, ISF needs an alternative route for access to its facility near Ridgeland Avenue. The only viable option is a private District roadway, Laramie Avenue, which is accessible from Pershing Road and is suitable for truck traffic.

 

ISF has requested a six (6) month permit to use Laramie Avenue to access its facility. This permit will terminate at the end of its term or upon written notification from the District when the Project is complete and the alternate route is no longer needed.

 

The District’s technical departments have reviewed this request and have no objections thereto. A nominal fee of $10.00 is recommended because ISF’s need for the permit is due to the Project.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the issuance of a six (6) month permit to ISF Chicago, LLC to use Laramie Avenue as an alternate route during the temporary closure of a portion of Edmier Road as part of the District’s Influent Gate Demolition Project at the Stickney Water Reclamation Plant in Stickney, Illinois. Consideration shall be a nominal fee of $10.00.

 

It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said permit agreement after it is approved by the General Counsel as to form and legality.
