Dear Sir:
On April 17, 2025, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 25-624-21, Sludge Pump Improvements at Various Locations.
In response to a public advertisement of July 23, 2025, a bid opening was held on September 9, 2025. The bid tabulation for this contract is:
INDEPENDENT MECHANICAL INDUSTRIES, INC. $6,850,000.00
The Director of Procurement and Materials Management has reviewed the bidders’ list for this contract and is satisfied that the market for this service has been adequately solicited. A planholders’ survey revealed the following reasons for not bidding: do not have the field services required to do the work, we are equipment providers only, scope of work is mostly mechanical and we do not do that work. In light of these findings, the Director of Procurement and Materials Management is of the opinion that the bid received is a fair and reasonable price and nothing would be gained by rejecting the sole bid and re-advertising this contract.
Independent Mechanical Industries, Inc., the sole bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract was $6,910,000.00, placing their bid of $6,850,000.00 less than 1% below the engineer’s estimate.
The associated goals for this contract are 20% Minority Business Enterprise (MBE) and 10% Women Business Enterprise (WBE). The policy goal for Veteran Business Enterprise (VBE) is 3%.
Independent Mechanical Industries, Inc. is in compliance with the Affirmative Action Ordinance Revised Appendix D and Appendix V as indicated in the attached report. The bidder has committed to the following utilization goals for this contract: 23.25% MBE and 10% WBE and 3.14% VBE policy goal.
Independent has executed the Multi-Project Labor Agreement (MPLA) certificate as required. It is anticipated that the following trades will be utilized on this contract: laborers, truck drivers, carpenters, pipefitters, and electricians. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
The contract will employ approximately twelve (12) people for the services.
The contract shall commence upon approval of the contractor’s bond and terminate one thousand seventy-seven (1077) calendar days thereafter, or upon expenditure of available funds, whichever occurs sooner.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 25-624-21 to Independent Mechanical Industries, Inc., an amount not to exceed $6,850,000.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
Funds for 2025 expenditure, in the amount of $250,000.00, are available in Account 201-50000-645780. The estimated expenditure for 2026 is $5,610,000.00, and for 2027 is $990,000.00. Funds for the 2026 and 2027 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
