Dear Sir:
On March 3, 2016, the Board of Commissioners issued a four (4) month permit to the Wilmette Harbor Association (“WHA”) on 0.535 acres of District real estate located at 20 Harbor Drive in Wilmette, Illinois and known as North Shore Channel Parcel 1.14. The permit fee is $27,700.00. This site was previously occupied by the Sheridan Shore Yacht Club (“SSYC”) to operate a clubhouse, yacht club and related purposes under a lease that commenced in 1986 and expired March 6, 2016. Under its prior lease, SSYC subleased a portion of its leasehold to the WHA for use as office space, to provide assistance to the U.S. Coast Guard and other harbor operations and to operate its utilities, crane and other related infrastructure located thereon. The WHA leases the Wilmette Harbor under a lease that commenced in 2013 and expires in 2052 and the sublease of the SSYC site was used in conjunction with the harbor operations. Also under its lease, the SSYC allowed the Wilmette Rotary Club to hold its weekly meetings at the site and allowed the Sheridan Shore Sailing School to operate its sailing school from the site. Prior to the expiration of SSYC’s lease, the site was made available for leasing pursuant to the District’s statutory leasing process. SSYC submitted a bid for a new lease, but then withdrew its bid.
As the SSYC lease and the WHA’s corresponding sublease both expired March 6, 2016, a four month permit was issued to the WHA to allow it continued use of the site during this interim period. Subsequent to the issuance of the WHA’s permit, the WHA requested an amendment to its permit to allow the Rotary Club to continue to hold its weekly meetings at the site and to allow the sailing school to operate. As the WHA has indicated that it will not charge a fee to the Rotary Club or the sailing school for their use of the site, a nominal fee of $10.00 is recommended to allow this additional use.
It is requested that the Executive Director recommend to the Board of Commissioners to authorize an amendment to the permit agreement issued to the Wilmette Harbor Association on 0.535 acres located at 20 Harbor Drive in Wilmette, Illinois and known as North Shore Channel Parcel 1.14. Consideration shall be $10.00.
It is further requested that the Executive Director recommend to the Board of Commissioners that it authorize the Chairman of the Committee on Finance and the Clerk to execute said permit amendment agreement once approved by the General Counsel as to form and legality.
