Dear Sir:
Authorization is requested to decrease the cost estimate for Contract 07-030-3D North Branch of Chicago River and North Shore Channel Restoration, NSA in an amount of $3,200,000.00, from an amount of $7,500,000.00, to an amount not to exceed $4,300,000.00.
The authority to add this contract was obtained at the Board Meeting of March 6, 2008, and authority to advertise this contract was obtained at the Board Meeting of February 4, 2010.
Contract 07-030-3D originally consisted of restoration work on both the North Branch of the Chicago River and the North Shore Channel. However, the US Army Corps of Engineers (USACE) determined that the work at the North Branch of Chicago River would require an Individual Permit, and could not be performed under its Regional Permit Program. Due to the additional and more rigorous requirements of an Individual Permit and the associated review time by the USACE, it was decided to split Contract 07-030-3D into two distinct contracts. The North Shore Channel Restoration work, for which the Regional Permit requirements were satisfied, was performed under a new Contract 10-051-3D. The North Branch of Chicago River work will now be completed under the original Contract 07-030-3D. Based on the status of the permit review process, it is anticipated that an Individual Permit for the North Branch of the Chicago River will be granted in the near future.
The estimated reduction in cost due to North Shore Channel work being completed in a separate contract, and due to the above noted scope revision (lower sheet pile) is $3,200,000.00. In order to reflect the above change in scope, it is further requested that the title of this contract be changed from North Branch of Chicago River and North Shore Channel Restoration, NSA, to North Branch of Chicago River Restoration between Montrose Ave. and Berteau Ave., NSA.

The estimated cost of the entire scope of work is $4,300,000.00.
It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to decrease the cost estimate for Contract 07-030-3D in the amount of $3,200,000.00 from an amount of $7,500,000.00, to an amount not to exceed $4,300,000.00.
Funds are available in Account 401-50000-645720.
