Dear Sir:

 

On July 15, 2004, the Board of Commissioners authorized the Purchasing Agent to advertise for bids for Contract 98-260-2M Coarse Screens at 95th Street Pumping Station, Piping and Electrical Work at 95th and 125th Street Pumping Stations, Chicago, Illinois.

 

In response to a public advertisement of October 10, 2007, a bid opening was held on November 13, 2007.  All bids were rejected, as reported at the December 20, 2007 Board meeting.

 

At the March 6, 2008 Board Meeting, approval was granted to increase the cost estimate of this contract as reported.

 

In response to a public re-advertisement of March 26, 2008, a bid opening was held on April 29, 2008.  The bid tabulation for this contract is:

Seven hundred sixty-seven (767) companies were notified of this contract being advertised and sixteen (16) companies requested specifications.

 

F.H. Paschen, S.N. Nielsen & Associates, LLC, the lowest responsible bidder, is proposing to perform the contract, in accordance with the specifications.  The estimate for the contract was $9,000,000.00, placing the bid of $10,319,000.00, approximately 14.7 percent above the cost estimate.

 

The bidder is in compliance with the Revised Appendix D as indicated on the attached report.  The protected class utilization for this contract is 20 percent MBE, 9 percent WBE, and the Contractor offers MBE credits to fulfill the SBE goal of 10 percent.

 

F.H. Paschen, S.N. Nielsen & Associates, LLC, has executed the Multi-Project Labor Agreement certificate as required.  It is anticipated that all construction trades will be utilized on the contract, with the exception of Boilermaker, Construction Machinist, Elevator Constructor, Iron Worker Ornamental, Marble Setter, and Terrazzo Worker.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

In view of the foregoing, it is recommended that the Purchasing Agent be authorized to award Contract 98-260-2M (Re-Bid) to F.H. Paschen, S.N. Nielsen & Associates, LLC, in an amount not to exceed $10,319,000.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Purchasing Agent.  Funds are available in Accounts 401-50000-645600, 645700.
