Dear Sir:

 

On December 19, 2019, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 20-027-11 furnish and deliver glass and plastic labware to various locations for a one (1) year period, beginning approximately April 1, 2020 and ending March 31, 2021.

 

In response to a public advertisement of January 8, 2020, a bid opening was held on January 28, 2020.

The bid received from Fisher Scientific Company, L.L.C. (Fisher), for Group A, item number 84 of the group, was quoted by Fisher incorrectly, by using a different unit of measure which did not meet the specifications of the contract.  Fisher indicated by email their mistake on the contract documents to the District.  Therefore, the bid is considered non-responsive and rejected in the public’s best interest.  The Director of Procurement and Materials Management has informed Fisher Scientific Company, L.L.C., of this action. 

 

Colonial Scientific, Inc., the lowest responsible bidder for Group A, is proposing to perform the contract in accordance with the specifications. The estimated cost for Group A of this contract was $137,000.00, placing their bid of $101,725.55 approximately 25.7 percent below the estimate.

 

Colonial Scientific, Inc., is not registered in the State of Illinois, but has submitted a certificate of good standing from the State of Virginia. The Director of Procurement and Materials Management has granted approval to move forward with the recommendation to award.

 

Fisher Scientific Company, L.L.C., the lowest responsible bidder for Group B, is proposing to perform the contract in accordance with the specifications. The estimated cost for Group B of this contract was $66,000.00, placing their bid of $53,601.95 approximately 18.8 percent below the estimate.

 

Qorpak, a Division of Berlin Packaging, L.L.C., the lowest responsible bidder for Groups C and D, is proposing to perform the contract in accordance with the specifications. The estimated cost for Groups C and D of this contract was $94,000.00, placing their bid of $83,660.27 approximately 11 percent below the estimate.

 

The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because it is primarily a furnish and deliver contract.

 

The Affirmative Action Ordinance, Revised Appendix D and Appendix V are not included in this contract because it is not a construction-related activity.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 20-027-11, Group A to Colonial Scientific, Inc., in an amount not to exceed $101,725.55, Group B to Fisher Scientific Company, L.L.C., in an amount not to exceed $53,601.95, and Groups C and D to Qorpak, a Division of Berlin Packaging, L.L.C., in an amount not to exceed $83,660.27.

 

Purchase orders will be issued for the material as required.  Payment will be based on the unit cost as indicated in the contract documents.  No bid deposit is required for this contract.  Funds are available in Account 101-20000-623570.
