Dear Sir:
On September 4, 2025, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 23-379-3E, Electrical Power Distribution and Phosphorus Removal Improvements, Kirie Water Reclamation Plant.
In response to a public advertisement of October 8, 2025, a bid opening was held on December 16, 2025. The bid tabulation for this contract is:

Sollitt/Broadway Joint Venture, the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost range for this contract is between $22,309,150.20 and $27,005,813.40, placing their bid of $25,766,427.00 within the engineer’s cost range.
Sollitt/Broadway Joint Venture has executed the Multi-Project Labor Agreement (MPLA) Certificate as required. It is anticipated that the following trades will be utilized on this contract: carpenter, electrician, cement mason, operating engineer, pipefitter, sheet metal worker, insulator, iron worker, and laborer. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
The Minority Business Enterprise (MBE), Women Business Enterprise (WBE) utilization goals for this contract are 13% MBE and 7% WBE. The Veteran-Owned Business Enterprise (VBE) policy is 3%.
Sollitt/Broadway Joint Venture is in compliance with the Affirmative Action Ordinance Revised Appendix D and Appendix V as indicated on the attached report. The bidder has committed to the following utilization goals for this contract: 13.7% MBE and 7.3% WBE. Bidder provided 3.2% for VBE policy goal participation.
It is estimated that eighty-eight (88) jobs will be created for this project.
The contractor shall begin work upon approval of the Contractor’s Bond and terminate nine hundred thirteen (913) days thereafter.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 23-379-3E to Sollitt/Broadway Joint Venture, in an amount not to exceed $25,766,427.00, plus a five (5) percent allowance for change orders in an amount of $1,288,321.35, for a total amount not to exceed $27,054,748.35, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
