Title

Authority to advertise Contract 25-RFP-07, Professional Services to Furnish, Deliver, and Deploy a Technology Platform Using Real-Time Advanced Analytics for Aeration Optimization at the Terrence J. O’Brien Water Reclamation Plant, estimated cost $150,000.00, Account 101-67000-612650, Requisition 1622683

Body

Dear Sir:

Request for Proposal (RFP) documents have been prepared for professional services to furnish and deliver a technology platform using real-time advanced analytics for aeration optimization at the O’Brien Water Reclamation Plant, at the request of the Maintenance and Operations Department.

The purpose of this contract is to optimize aeration at the O’Brien Water Reclamation Plant by deploying a technology that will provide a dashboard visualizing near real-time data from aeration tanks to provide recommendations to adjust operations. The potential proposer will perform the following tasks:

Task 1: Water Reclamation Plant Review and Data Acquisition

                     Task 2: Develop a Real-Time Platform

                     Task 3: Deploy a Real-Time Platform

Task 4: Supplemental Services to Assist with the Platform

The estimated cost for this RFP is $150,000.00. The estimated 2025 and 2026 expenditures are $120,000.00 and $30,000.00, respectively.

No bid deposit is required for this RFP.

Affirmative Action Appendices A and V will not be included in this RFP because the proprietary nature of the technology does not provide practical opportunities for subcontracting.

The tentative schedule for this contract is as follows:

Advertise                                                               January 15, 2025

Proposals Received             February 21, 2025

Completion                                                               December 31, 2026

Funds for 2025 are available in Account 101-67000-612650. Funds for the subsequent year are contingent on the Board of Commissioners’ approval of the District’s budget for that year.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 25-RFP-07.

Requested, John P. Murray, Director of Maintenance and Operations, EJS:JS:JR:AP:DB

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management

Respectfully Submitted, Marcelino Garcia, Chairman Committee on Procurement
