Dear Sir:

 

Contract documents and specifications have been prepared for Contract 18-249-BF Demolition for Central Park Stormwater Detention Basin and Separate Storm Sewer Improvements in Harvey.

 

The purpose of this contract is to demolish 16 residential buildings acquired by the District in Harvey to eliminate safety concerns and to prepare the site for the future Central Park Stormwater Detention Basin. Property acquisition for the project site has been completed and all residents in the project area have moved into their replacement housing. The detention basin and separate storm sewer improvements will be constructed in a later phase, anticipated to commence in 2027, pending ongoing coordination with the Illinois Department of Transportation.

 

The engineer’s estimated cost for this contract is between $893,112.10 and $1,081,136.70. The estimated cost range will be stated in the advertisement for bids. The estimated 2026 and 2027 expenditures are $915,118.00 and $25,000.00, respectively.

 

The bid deposit for this contract is $54,057.00.

 

It is estimated that three jobs will be created or saved as a result of award of this contract, with 3,039 man-hours of skilled trades utilized.

 

The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 250 calendar days after approval of the contractor’s bond.

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “Construction Services” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE) utilization goals. The MBE, WBE, and VBE utilization goals for this contract are: 20 percent MBE, 10 percent WBE, and 3 percent VBE.

 

The tentative schedule for this contract is as follows:

Award                                                      July 18, 2026

Completion                                          March 23, 2027

 

Funds for 2026 are available in Account 501-50000-645620. Funds requested in future years are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 18-249-BF.
