Dear Sir:

 

Contract documents and specifications have been prepared for Contract 25-730-21, HVAC Improvements at the Egan & Kirie Water Reclamation Plants, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to rehabilitate heating, ventilation, and air conditioning (HVAC) systems at the Egan and Kirie Water Reclamation Plants. The work consists of removing old systems and furnishing and installing new HVAC systems. The project consists of the following:

 

1.                     Boiler Control Upgrades at Egan and Kirie WRPs.

2.                     Replace 1 absorption chiller with 2 electric chillers at Egan WRP.

3.                     Replace cooling towers at Egan WRP.

4.                     Integrate new equipment to HVAC network at Egan WRP.

5.                     Replace 1 electric effluent chiller at Kirie WRP.

 

The contract is divided into two groups: Group A for Egan WRP and Group B for Kirie WRP. Separate contracts could be awarded for each group.

 

The estimated cost for this contract is between $18,580,000.00 and $22,490,000.00.

 

The bid deposit for this contract is $600,000.00.

 

The Multi-Project Labor Agreement (MPLA) will be included in this contract.

 

The Affirmative Action Ordinance Revised Appendix D and Appendix V will be included in this contract. The type of work to be performed under the contract is within the “Mechanical” category for establishing utilization goals for Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprise (VBE). The associated utilization goals for this contract are 20% MBE, 9% WBE, and 3% VBE for each group. A supplier’s exception is recommended.

 

The tentative schedule for this contract is as follows:

Advertise                     September 3, 2025

Bid Opening                     October 14, 2025

Award                     December 18, 2025

Completion                     December 31, 2027

 

Funds are available in Account 401-50000-645780.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 25-730-21.
