Dear Sir:
On February 5, 2026, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 26-634-11, Services to Inspect and Repair Cathodic Protection Systems.
In response to a public advertisement of June 24, 2026, a bid opening was held on July 14, 2026. The bid tabulation for this contract is:
K2 CORROSION ENGINEERING LLC $616,550.00
PIPING & CORROSION SPECIALTIES INC $645,770.00
CORROSION RESOURCE GROUP CORP $669,250.00
The quantities specified in the contract documents were used for the purpose of comparing bids and establishing unit prices. The total amount to be expended on this contract, should usage differ from the quantities, is not to exceed $650,000.00.
K2 Corrosion Engineering, LLC (K2), the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract was $650,000.00, placing the bid of $616,550.00 approximately 5% below the engineer’s estimate.
The Multi-Project Labor Agreement (MPLA) was not included in this contract due to the specialized nature of the services involved.
The Affirmative Action Ordinance Revised Appendix D and Appendix V were not included in this contract because of the limited availability of MBE/WBE/VBE participants and the specialization of the project.
The contract will employ approximately four to six (4-6) people for the services required.
The work shall commence upon approval of the contractor’s bond and shall terminate on December 31, 2029, or upon expenditure of available funds, whichever occurs sooner.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 26-634-11 to K2 Corrosion Engineering, LLC., in an amount not to exceed $650,000.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
Funds for the 2026 expenditure, in the amount of $116,000.00, are available in Accounts 101-67000/68000/69000-612600. The estimated expenditures for 2027, 2028, and 2029 are $245,000.00, $161,000.00, and $128,000.00, respectively, and are contingent on the Board of Commissioners’ approval of the budget for those years.
